allegations of atrocities committed by the New People's Army in
Northern Samar as psywar inventions of the 8th Infantry Division. “The
so-called “Oplan Kahos-Zombie” in Mondragon and the beheading of a
civilian in Lope de Vega, as well as selling out “permits to campaign”
or “permits to win” in the election, are all lurid psywar inventions
by the 8th ID,” said Fr. Santiago Salas, NDF-EV spokesperson.
